The purpose of this study update is to inform ODOT’s efforts in assisting disadvantaged business enterprises, or DBEs, on contracts that use U.S. Department of Transportation funds. ODOT sets participation goals in contracts for DBE firms and that goal is based on the percentage of contract dollars that ODOT might expect to go to DBEs if there were a level playing field for those companies when competing for work.
ODOT has proposed an overall DBE goal of 15.37% for the three fiscal years beginning October 1, 2019.
